Darrell Oyer

Darrell Oyer graduated Valedictorian from Fisher High School in 1959. Darrell graduated from the University of Illinois in 1963 and received a Master of Business Administration from American University in Washington, DC in 1972. He served in the United States Air Force as a contract auditor from 1963 to 1967 in Marietta, GA and Alexandria, VA attaining the rank of Captain. Darrell then worked as a contract auditor for the Department of Defense until 1981. During that time he served as an Assistant Director of the Defense Contract Audit Agency in Alexandria, VA and Atlanta, GA. Darrell joined the accounting firm Peat Marwick and Mitchell in 1982 and became a partner with Deloitte & Touche in 1985. In 1991 Darrell formed his own consulting business for firms with government contracts.
Darrell is a Certified Public Accountant (CPA), a Certified Management Accountant (CMA), a Certified Professional Contract Manager (CPCM) a Certified Cost Estimator/Analyst (CCE/A and has the Certified Data Processing Certificate (CDP)—all attained by examination. He was active in various professional organizations–the National Contract Management Association (NCMA), National Defense Industrial Association (NDIA), the Institute of Management Accountants (IMA) and the Procurement Roundtable. He received the NDIA Howard Cork Memorial Award in 2003. Darrell has been a member of several Board of Directors including QinetiQ US Holdings, Inc.; Firearms Training Systems; Deltek Systems, Inc.; Schiebel Technology, Inc. and Holston Defense Corporation.
Darrell is editor of the texts “Accounting for Government Contracts—Cost Accounting Standards” and “Accounting for Government Contracts–Federal Acquisition Regulation” and is author of the books “Pricing and Cost Accounting–A Handbook for Government Contractors” and “Cost-Based Pricing—A Guide for Government Contractors. He is also a frequent speaker and lecturer on contracting subjects and teaches graduate level accounting courses for the University of Houston–Clear Lake.
